Study on how to promote inclusiveness of Team Europe Initiatives

Inclusiveness is intended to be a core value of the Team Europe (TE) approach. The TE approach aims to capitalise on the joint resources and expertise of member states (MS), while also promoting EU values and interests. The primary vehicles for the TE approach are Team Europe Initiatives (TEIs) that aim to overcome development bottlenecks in partner countries. As such, the success of TEIs depends on the commitment of Team Europe members especially EU MS and their implementing agencies. To date, the few studies that address the issue of inclusiveness do not delve into the motivations, factors or impediments to inclusion despite the general optimism around the TE approach. As such, this study has sought to understand what impacts on the levels of inclusion amongst TE members. To do this, the study was commissioned to address three core questions:
